Before a new vehicle leaves China, the overseas buyer should prepare the destination-country side of the transaction early. The China exporter can source the vehicle, arrange inspection, prepare export documents, move the vehicle to port and hand it over for shipment. Import clearance, duty, certification, registration and local delivery are normally the buyer’s or local agent’s responsibility. A clear document plan before payment helps prevent a vehicle from reaching the port while an essential import approval, consignee detail or payment document is still missing.
The short answer: prepare a country-specific import file
There is no single document checklist that works for every market. Rules differ by destination, vehicle age, steering side, emissions or safety requirements, EV battery rules, tax treatment and whether the buyer is an individual or a registered importer. Confirm requirements with the destination customs authority, vehicle-registration authority and, where needed, a licensed customs broker before the vehicle is booked.

What the buyer should confirm before paying
1. Import eligibility for the exact vehicle
Give your broker the make, model, model year, VIN when available, fuel type, battery type for an EV, engine or motor data, steering configuration and country of origin. Ask whether the exact vehicle is eligible for import and registration, not merely whether similar vehicles are sold locally. Some markets have age limits, approval rules, technical standards or restrictions on right-hand-drive and left-hand-drive vehicles.
2. Importer and consignee details
Decide who will appear as importer of record and consignee. The name, address, phone number and tax or registration number should match the broker’s instructions. If a company is importing, confirm the company registration and any importer licence or tax registration required locally. Do not wait until after the bill of lading is issued to settle this: changes can cause delays and carrier amendment fees.
3. Destination approvals and certificates
Depending on the country, the buyer may need an import permit, type approval, conformity document, pre-shipment inspection, environmental approval or EV battery documentation. These are destination-country requirements; they are not automatically supplied by a China seller. Ask the authority or broker which document must be original, which may be electronic and whether it must be issued before shipment.
4. Taxes, duties and a realistic landed-cost estimate
Request a written landed-cost estimate from the local broker. It should separate import duty, VAT/GST or sales tax, customs processing, port handling, inspection, storage, registration and inland delivery. Ocean freight and port charges can change with route, carrier, season, equipment and destination. Without a live carrier or forwarder quotation, treat freight as a variable cost rather than a fixed promise.
5. Payment and Incoterms responsibilities
Agree the sales terms before the deposit. Incoterms allocate tasks and risks between seller and buyer, but they do not replace a sales contract or local import advice. State the vehicle price, what China-side services are included, the named port, the handover point, payment milestones, documentation to be provided and who pays charges after arrival. Keep the pro forma invoice, payment instructions and final commercial invoice consistent.
Documents commonly needed on the buyer side
Your destination broker should provide the final list. The following is a planning checklist, not a substitute for local rules:
- Passport or company registration documents and local tax/importer identification.
- Import permit, licence or pre-approval where applicable.
- Broker power of attorney or customs authorization, if your broker requires it.
- Commercial invoice and payment evidence, in the format requested by customs or your bank.
- Bill of lading consignee and notify-party details confirmed before shipment.
- Insurance instructions if you arrange marine cargo insurance.
- Any required conformity, inspection, environmental or registration documents for the exact vehicle.
- Local-language translations or legalized documents only when the destination authority specifically requires them.

- Before deposit: send the vehicle specification to your broker and obtain written eligibility guidance.
- Before final payment: confirm importer details, destination approvals, payment record requirements and the estimated local charges.
- Before booking: lock the consignee and notify-party details, named port and document delivery instructions.
- Before arrival: give the broker the commercial invoice, packing or shipping details and any local approvals early enough for pre-arrival filing.
- After arrival: follow the broker’s clearance, inspection, registration and local-delivery instructions.
